

Current status
The supplementary agreement to KSTP I between KSTP and PATI-BEL (JV) to the original agreement was signed on 12.12.2007.The works are excepted to be completed by 31st March 2010.
The balance works of KSTP-IV A. Palakkad-Shornur (Link 50.1 – km 0/000 to 45/300) awarded to M/s roman Tarmat was terminated due to slow progress of work and is under re-arrangement. Thrissur-Kuttipuram (Link 40 – Km 19/600 to 52/680) KSTP IV B, the contract was terminated due to slow progress of work and re-arranged as KSTP B1 and KSTP B2. The KSTP B2 contract was awarded to M/s Vishal Ernad Construction, Malappuram at a contract price of Rs 378.7 million. The KSTP B1contract was awarded to M/s Ernad Enterprises Malappuram at contract price of Rs184.8 million. The works on these two contracts have started and are in progress.
Regarding IWT Component the contract for construction of approach road to Arpookara Road Bridge, includes approach road to Thiruvatta Road Bridge, Boat terminal building at Changanasserry, 4 nos of steel foot bridges and 12 nos of jetties. The time of completion is 18 months up to June 2009.

Additional Heavy Maintenance Works
Since the land acquisition for Phase II had not been completed satisfactorily and the balance availability of loan amount was limited, inclusion of Phase II works in the extended loan period was not possible. Hence it was decided in consultation with the World Bank to utilize the unallocated loan amount (balance) to take up heavy maintenance work in 156km of roads previously prioritized under this project and in subsequent studies. Works on these roads were arranged and are under different stages of execution. They are:

PBMM contracts:
The works on one package consisting eight road sections are arranged and works are in progress. The roads included are Mannanthala-Venjaramoodu, Venjaramood-Attingal, Varkala-Kallambalam, Vembyam-Nedumangad, Balarampuram-Kattakada, Vazhayila- Anand of SH No 2 Alamkkodu- Killimanoor, Balaramapuram-Vizhinjam.
IWT.1 (Pilot) : Length 75.50 Km
Arpookara Bridge:
The bridge portion and protections works for embankment have been completed .
Thiruvatta Bridge Site:
The works on approach roads at Thiruvatta side and Kallumudu side completed.
Changanassery Boat Terminal Building:
The works were completed and handed over to State Water Transport Department (SWTD).
Foot Bridge:
The Maniyamparambu foot bridge is completed.
Jetties:
8 numbers of jetties have been completed.
RIMS/GIS
The project completed on 26th July 2006 as per schedule. The central GIS Unit with necessary hardware and software (Arc GIS) established in PWD. Local GIS unit with the necessary software (customised GIS) established in divisions.
RMMS
RMMS project was completed on 11th September 2006. The consultant carried out detailed condition survey of about 6000 km of PWD Road network and Central RMMS unit with necessary hardware and software HDM4. Net work details on roads within Trivandrum city have been collected. The updating of the system is also under arrangement.
Installation and Operationalisation of PWD back-bone software ‘WINGS’
The system development is over and the application has been deployed in PWD. The new public portal has become operational from 24th July 2009.
Restructuring PWD:
New dedicated cells have been formed in the PWD to deal with environmental and social management in works, operationalise RMMS/GIS to facilitate clarity and effectiveness in on prioritization of works and allocation of funds, Road safety and Project Preparation.
FMS:
Financial Management system has been developed for PWD for operating the PWD accounts. Training to users also provided and equipments for the users are under procurement. The system is currently in operation in PWD. The system is being integrated to WINGS.
Revision of PWD Manual:
The State PWD as part of the institutional strengthening has taken action to revise the PWD Manual which was prepared originally in 1972 and the process obtaining approval from Government is on.
E-Tendering in PWD:
As part of institutional strengthening the state PWD has taken up the task of updating the bidding system for works in PWD. A new bidding document was developed and is in the final stages of approval. This system has facilities for Electronic tendering also.
Environmental and Social Safeguards
Terminal evaluation of rehabilitation and resettlement activities in KSTP was entrusted to a consultant. Arrangements for providing training on capacity building on Environmental and Social Management Plans (ESMP) are also made through experienced consultants.
Road Safety
The improvement work in the Plammod Junction of Thiruvananthapuram is arranged and the work is in progress. The improvement work for Vallakkadavu Junction is under arrangement.
Model Safe Road Concept - Mile Stone in Road Safety
The Muttom-Thodupuzha-Muvattupuzha-Angamali road is designated as model accident free road corridor. The road safety engineering works envisaged are road markings, fixing studs, informatory warning signs and overhead destination signs in addition to crash barriers and special safety provisions at school zones. The tender evaluation is in progress.

Major achievements
Major achievements in development objectives so far:
20% reduction in travel time through core network of roads (EOP).
37% reduction in State Highways in poor condition achieved so far. The total road length (SH) in the state in poor condition at the time of taking up KSTP was 90%.
Reduction in road accidents up to 20% at 33 nos improved accident black spot sites achieved.
Integrated Urban Transport in Kerala: Study on future Institutional Strategy and Options
The Consultant has been identified and contract is being signed.
Phase II Projects
The State Government has since decided to take up Phase II as a seperate project. The road link Perimbilavau- Pattambi-Perinthalmanna which was prioritized in the original Techno Economic Feasibility Studies (Year 2000) for the KSTP.(GO MS No 19/2009/PWD dt 14.4.2009) was also included under Phase II Project, thus making the total road length under Phase II as 367.40 Km. The updating of the documents have been completed for approaching a new agency for financial assistance.
